OROQUIETA CITY, Misamis Occidental, Aug. 15 (PIA) – The Comelec said certificates of candidacy (COC) for the 28 October 2013 Barangay and Sangguniang Elections (BSKE) shall be filed by the candidate personally.
Commission on Elections (Comelec) Resolution No. 9740. states COCs can also be filed by a candidate's duly authorized representative.
The same resolution provides that no COC shall be filed or accepted by mail, electronic mail, telegram of facsimile.
Likewise, no person shall be elected Punong Barangay, Members of the Sangguniang Barangay, Chairman of the Sangguniang Kabataan (SK) or Member of the SK, unless he files a sworn COC in triplicate in the form prescribed by the Comelec.
The COC shall be filed in three (3) legible copies, with the Office of the City/Municipal Election Officers (OEO) concerned. In cities where there are two (2) or more EO’s, the COC shall be filed with the OEO having jurisdiction over the barangay where he is a candidate.
Meanwhile, filing of the COC shall be in any day from Oct. 15, 2013 to Oct. 17, 2013, during regular hours, from 8 a.m. to 5 p.m., lawyer Cirilo E. Nala, Jr. Provincial Elections Supervisor (PES) of Misamis Occidental, said.
However, if at 4:45 p.m. of Oct. 17, there are still persons intending to file COC present inside the Office of the EO, the Receiving Officer shall prepare a complete list of all the names of the said persons consecutively numbered and the time of listing.
The persons listed shall be called by announcing each name in the order which they are listed but any person who is not present when his name is called shall not be allowed to file his COC.
A COC filed in accordance with this procedure shall be stamped received at the time it was actually filed and deemed filed on time, PES Nala added. (RCAguhob/Media ng Bayan)
